The Town of Montreal West taxes citizens for local services provided by the Town and regional services provided by the Agglomeration Council and la communauté métropolitaine de Montréal. The local services include Town Council and Administration, Public Works, Water and Sewer expenses, Recreation and Culture, Public Security, and Capital Projects. Residents’ tax assessments are based on the valuation of their property and are determined by multiplying this valuation by a mill rate, i.e. the rate determined by Council for each $100 valuation.
The MW tax bill is sent out in January and is due mid-February. It may be paid in two instalments, mid-February and mid-May. Taxes can be paid by mail, in person at Town Hall, at the bank or by internet on your bank’s website. At Town Hall, the payment method will be: cheque, cash, interact and electronic payment through the online bill pay systems of most major banks.
If paying by cheques in instalments, we encourage you to include both cheques. Interest charges on late payments are charged at 12% per year, calculated daily from the date on which such instalment becomes due. A fee of $25 is charged on NSF cheques.
Montreal West also issues bills for water tax, based on usage. Residents are sent forms to be completed and returned to the Town Hall, indicating the reading from their water meter. In the absence of the forms, bills are based on estimated usage and a $50 fee is charged to the citizen.
Water tax bills are mailed out in October and generally due in November. They may be paid by mail, in person at Town Hall, at the bank or by internet on your bank’s website.

The Duties on Transfer or "Welcome Tax" is an amount assessed to the new owner on the purchase of property. It is based on the higher of either the sale price or the valuation roll.

School Taxes:
The Montreal Island Council issues bills for school tax in the month of June, based on property valuation, with a rate set by the Montreal Island Council. Bills are sent out in June and are payable on July 31. Details of payment are available on the bills or at www.cgtsim.qc.ca. The school taxes are not sent by the Town.
According to section 474.1 of the Cities and Towns Act, I am pleased, as Mayor, to report on the financial position of the Town of Montreal West.
This report is a summary of the fiscal year ending December 31, 2010, evaluation of the current fiscal year and orientation of the municipality with regard to subsequent years.
1. THE LATEST FINANCIAL STATEMENTS
a) Operating Activities
The 2010 fiscal year of the Town of Montreal West ended with a surplus of $370,861. This surplus was due to additional revenues and the good management of operating expenses. The 2010 operating expenses were budgeted in the amount of $7,381,833 at the local level and the actual expenses totalled $7,383,245.
b) Investing Activities
Investment expenses during fiscal year 2010 totalled $992,066. Various streets were repaved and important infrastructure work was carried out on Banstead, Campbell and Ainslie.
During 2011, pursuing its population will, the Town of Montreal West continued its long-term orientation by investing in its infrastructures. These investments were possible due to governmental financial aid granted to the Town in 2010 via the “Programme de renouvellement des conduites d’eau potable et d’eaux usées” (PRECO), and ‘’Taxe sur l’essence et contribution du Québec” (TECQ) program.
2. THE AUDITOR’S LATEST REPORT
The auditor’s latest report for the 2010 fiscal year was filed with no qualified opinion.
3. THE REMUNERATION OF ELECTED MUNICIPAL OFFICERS
With respect to An Act Respecting the Remuneration of Elected Municipal Officers, the Mayor of a municipality must include in his annual report a description of the salaries and expense allocations received from the municipality by each member of Council. The amounts are as follows:

Along with this report, as required by the Cities and Towns Act, I am tabling a list of all contracts involving an expenditure exceeding $25,000 entered into by the Town since the last sitting of council at which a similar report was made on the financial position of the municipality.
5. THE LAST THREE-YEAR PROGRAMME OF CAPITAL EXPENDITURES
For the year 2010, the Three-year program of capital expenditures was pretty much spent and the major investments were on Banstead, Ainslie and Cambell streets.
6. PRELIMINARY INFORMATION REGARDING THE FINANCIAL STATEMENTS FOR THE CURRENT FISCAL YEAR
Notwithstanding any major unexpected events, as far as net results are concerned we expect to end the current fiscal year with a surplus of about $83,000. This surplus would be due to additional revenues. We still continue to closely monitor our operations and to exercise a rigorous control over our projected expenses.
As in previous years, priorities for work will be established according to the orientations of the provincial government within the framework of the programmes which it makes available to the Town.
As well, projects retained by the Town council and their related amounts will be known and announced as the years pass.
Finally, I would like to remind you that the three-year programme of capital expenditures is a planning tool based on general orientations and that the decision to invest or not in any given project is conditional upon the Town’s capacity to fund it and on the availability of grants.
